It's a California thing. There was a voter-approved proposition (called "Prop 65") several years ago saying that ANYTHING sold/used in California
that is known to contain harmful chemicals (I think regardless of the level) needs to be disclosed. I once moved into an apartment where they had to tell me
that one section of paint on the ground at one of the swimming pools was painted with a lead based paint. It's really overkill (not that I'm not glad
it's there) and a bit alarming until you get used to seeing/hearing it everywhere.
